Michael J. Bumann

FOUNDER & CHIEF EXECUTIVE OFFICER

Michael is the Founder and CEO of Red Dot Management. He founded the company in January 2015. His career began in 2000 and has spanned all aspects of the Third-Party Liability (motor vehicle accident) claims industry. He worked for both insurance defense and plaintiff law firms then transitioned into forming and managing several multi-disciplinary medical clinics specifically to treat motor vehicle accident patients. In 2006 he took the skills and experience he had gained from the legal and medical provider perspectives to the financing side of the industry. He has remained focused since 2006 on creating innovative financing platforms for this multi-billion dollar financial market. 

In addition to running the company and setting its overall vision, he remains active in Emergency Services. He volunteers his time both domestically and internationally in matters related to firefighting and emergency medical services. He currently holds the position of Medical Director for the Truckee, California based High Fives Foundation providing medical overwatch for adaptive camps for disabled athletes and military veterans.  In addition to his work with disabled athletes and veterans, he also volunteers at the annual Burning Man event as a QRV Field Medic for Black Rock City.

Michael maintains his certifications as a Firefighter, Emergency Medical Technician, Tactical Combat Casualty Care provider, Swiftwater Rescue Technician, and Rescue Diver.

Jon Dalton

Chief Operating Officer

Jon is the Chief Operating Officer for Red Dot Management and is responsible for optimizing the company’s operational capabilities.  He collaborates with the Chief Executive Officer in setting and driving organizational vision, operational strategy, company policy and procedure and hiring needs.

Jon’s twenty-five years’ experience in business is interlaced with a distinguished career as a highly (combat) decorated United States Navy SEAL.  His uniquely demanding job requirements necessitated continual learning, adaptation, and execution as a thought leader in one of the most elite military organizations in history.

After September 11, 2001 he screened and was selected for a Special Missions Unit where he served for much of his career in a variety of tactical and strategic roles including as Director of special programs. 

Jon has over fourteen deployments and the unique distinction of being deployed to a combat zone area of operation every calendar year from 2002-2013.

Jon recently finished his career as Director for the Joint Terminal Attack Controller School at the Naval Aviation Warfare Development Center in Fallon, Nevada.  During his tour, he successfully executed a major organizational change effort while also completing his MBA from Strayer University, Jack Welch Management Institute and graduated with distinction as a Welch Scholar. 

Upon retirement Jon was recruited as a Director to TierX Group, a Private Equity Firm investing in products and services crucial to the national security establishment. Jon led all business development and end market integration activities, was responsible for establishing TierX’s relationship with the special operations community and advised the co-founders on critical portfolio and strategic decision making. 

Jon is a founding board member of the SEAL Legacy Foundation, a 501c3 nonprofit. He is a National Ski Patrol volunteer and can also be found climbing, biking, or hiking in the Sierra Nevada’s with his son, Jack. 

Mark D. Herbert, ESQ

GENERAL COUNSEL

Mark brings over thirty-five years of specialized practice in representing hospitals and other health care providers in claim resolution and litigation against insurance carriers, health benefit plans, managed care networks and other third parties.

Mark has changed the face of the law with respect to health care provider reimbursement rights, as he briefed, argued and prevailed in Hermann Hospital v. National Standard Insurance Company, Memorial Hospital Systems v. Northbrook Life Insurance Company, and Hermann Hospital v. Aetna Life Insurance Company. He represented the Texas Medical Association and several physicians in a lawsuit against Aetna Life Insurance Company for wrongful termination from preferred provider networks, which gained national attention.

Mark has also served as the General Counsel and Chairman of the Legislative Committee to the Rocky Mountain Chapter of the American Association of Healthcare Administrative Management and the General Counsel and Legislative Representative to the Lone Star Chapter of the American Association of Healthcare Administrative Management from 1989 through April 1994. He lectures nationwide to health care providers concerning legal rights and remedies, is the author of several published articles on this topic and litigates health care provider claims nationwide.

Mark is a welcomed member of our team and has a long history with the company and CEO, Michael Bumann.

Mark Bibeau

Director of Account Operations

Mark is responsible for all account resolution oversight for the company.  He has over thirty-four years of work within the healthcare receivables environment.  He is a former partner in the Law Offices of Foster & Bibeau, concentrating in Third Party Reimbursement for healthcare services rendered for accident related injuries or illnesses (Worker’s Compensation, Motor Vehicle Accidents, Other Liability related accidents).  Mark has also held the position of Chief Executive Officer and Vice President of Operations for several national healthcare claims processing companies directly overseeing the processing of billions of dollars of healthcare charges resulting in best in class recoveries.

Mark is an enthusiastic dad to a bright, athletic 14 year old student athlete; Avid antique clock collector/repairer and restorer; woodworking, travel exploration; Theatre, music and the arts. Former chairman of the Board of Directors for the Professional Center for Handicapped Children
